Welcome to the Woodburn to Ballina upgrade website.

The NSW Roads and Traffic Authority has examined options for the upgrading of the Pacific Highway to two lanes in each direction from south of Woodburn to the approved Ballina bypass.

The preferred route for the upgrade of the Pacific Highway between Woodburn and Ballina was selected and announced on 30 November 2005.

Following this announcement, the RTA and its consultants have undertaken further reviews, investigations and consultation to enable the production of a concept design. This process has included:

  • Reviewing and responding to all issues raised in the preferred route consultation period (click here for the Preferred Route Submissions Report).
  • Extensive geotechnical, ecological and hydrological investigations along the preferred route.
  • Ongoing consultation with directly affected landowners.
  • Consultation with the local community at the interchanges and local road arrangements open day (November 2006).

Subsequent to these investigations and further design, a concept design has been produced. The concept design can be seen in the March 2008 community update.

There have been a number of refinements to the preferred route that have occurred as a consequence of the above process. These are outlined below:

  • Around Woodburn Evans Head Road the route has been realigned to the west to minimise impact on the Rous Water borefields and high value ecological areas.
  • South of the Broadwater National Park the route was has been realigned to the west to avoid a highly endangered species found during ecological surveys for the preferred route.
  • North of Old Bagotville Road the route has been realigned to the east to reduce private property impacts.
  • North of Wardell Road to Lumleys Lane the route has been realigned to the northwest to reduce impacts on high value ecology.
  • At the northern end of the project a bridge has been added to connect Pimlico Road to Smith Drive to provide local connectivity.
